The Steve McCormack coached side, who started $8.50, sealed the victory with a late try.
“It is the first upset of the tournament and should help generate plenty more interest,” said TAB’s Matt Jenkins.
“Heading into their first match, Scotland ($251 to $151) was the least most popular team to win the World Cup.
“We have taken more money on Wales ($2,501) and USA ($1,501) than we have on the Scots.”
The Bravehearts next meet Italy (Monday, 3am AEDT) at the same venue.
Punters are tipping the upsets to continue tomorrow with USA ($5.50 to $4.75) well backed to beat the Cook Islands.
